Zusammenfassung:eng: Subject The main subject of this thesis is the Human Dimension of the OSCE, which subsumes issues of human rights, rule of law and democratic principles and institutions. The particular empirical topics are "Free and Fair" Elections, Roma and Sinti, Migration, Refugees and Displaced Persons, and Trafficking in Human Beings. The research focus lies on the impact of recommendations made at OSCE Human Dimension expert meetings between 1993 and 2000, with the prospect of becoming political commitments and being implemented. Hypothesis The first hypothesis is that OSCE Human Dimension recommendations are implemented in the OSCE political process. The second hypothesis claims that despite the formal and de facto role of participating States, a number of OSCE institutions, foremost the Office for Democratic Institutions and Human Rights (ODIHR), exert considerable influence on the processes of negotiations of commitments and implementation of commitments and recommendations. Focus The scientific focus lies on the complex phenomena of the implementation processes of recommendations, against the background of the formal and informal OSCE policy. The objective is an assessment of the implementation within a distinctive hermeneutical methodological frame. Results There are indeed some effective impacts of Human Dimension expert forums on the political level, e.g. through the informal political sphere, made visible in commitments, institutional settings and concrete operational activities. The OSCE developed an organisational structure which allows its organs and institutions to act - up to a certain degree - on an independent basis. The practical arm of this thesis demonstrates success, difficulties and deficiencies of the implementation processes and, finally, introduces a systematic scheme for the modification of OSCE Human Dimension policy implementation. It argues that regular systematic evaluation should become part of the implementation process.
