Zusammenfassung: | eng: Increasing environmental problems like global warming, which go hand in hand with the use of energy, have raised claims for reductions in both, energy consumption as well as associated emissions. Of special interest in this context is the residential sector which contributes approximately 23 % to total energy consumption in OECD-countries, what is a major reason for the detailed investigation of this sector. The present investigation analyses impact parameters on residential energy consumption by an interdisciplinary approach. Therefore, very detailed cross section data of 500 Austrian households are investigated by econometric modeling. The investigation is done for the end use sectors space heating, water heating, electric appliances and the aggregated sectors total energy and total electricity consumption, considering economy, structural, technical, sociological and behavioral parameters. A focal point are the connections between parameters and parameter groups, which lead to the derivation of short term and long term price and income elasticity. Furthermore, aspects of consumer behavior like the 'Service Factor', the 'Rebound-Effect' and household patterns are analyzed. The investigation of effects concerning the use of renewable energy carriers completes the work. The major conclusions for energy policy makers are that energy taxes will not result in short term energy savings for any end use. Yet, in the long run, there could be a noticeable effect, especially for space heating. But with respect to an observed threshold behavior of energy price for space heating, low or slow introduced energy taxes will not change consumption at all. Actions concerning the parameters living area, efficiency of the heating system and heat load are expected to be most effective. For this reason, low energy standards for new constructed or renovated buildings and the tie of common building construction subsidies on these conditions and on low living area limits will be an efficient policy tool. Consumer behavior has an important impact on energy consumption for space heating and has to be taken into consideration in case of building renovations with efficiency improvements. The rebound-effect for itself is affected by the building condition before the renovation and the scope of renovation. Sociological patterns also have an impact on energy consumption, varying with the end use sector. Furthermore, consumers information and attitude towards energy conservation has not the expected impact but together with economic conservation necessity it has this impact. Finally, the subsidization of technologies for the use of renewable energy carriers seems to be an efficient future-oriented tool and a focal point for future research. |
