Zusammenfassung:eng: The dissertation studies the development of technology foresight procedures (TF), in which scientists advise government in matters of technology policy. TF is used as an example for the more general problem of finding rational and objective procedures to decide technological conflicts. Central research questions: How does TF develop? What kind of properties must a procedure have, to be accepted as rational? Are only scientific questions relevant? In which way is the shape of the procedure influenced by the relationship between research organization and civil service? TF is defined as procedure, technology and social innovation. Central theoretical concepts are borrowed from constructivist, quasi- evolutionary theory of innovation and cultural theory. Semi-structured interviews were made in the Netherlands and Austria with individuals, who participated in the construction of a TF. Conceptually the outcome of a social innovation is contingent for three main reasons. Methodologies result from path dependent learning and searching strategies that are unique for each different research organization. The outcome of struggles in the selection environment that influence methodological choices are unpredictable. There are certain selection mechanisms which couple the realm of research with the realm of technology policy. Differences between the Dutch and the Austrian procedure exist in these three dimensions. Both TF emerged from particular negotiations and decisions in concrete local contexts. A TF is never 'objective', because the results of construction struggles, in which involved actors bring forth their views and interests, are inscribed in its shape. Both TF are inseparable from conflicts and negotiations in the bureaucratic and political technology policy game.
